March 2016 President’s Message
Our March meeting is on the 23rd. The Environmental Police will handle the workshop, and the main speaker will be Ryan Collins from My Fishing Cape Cod.
The Salties have been asked to assist in counting herring in Yarmouth. Anyone interested should plan on going to a meeting in Yarmouth on Thursday morning, March 10. I will have the time and location of the meeting on Monday. We will be counting at the intersection of Winslow Gray and Long Pond.
March 10 will also be the last day for accepting Awards Banquet attendees. Terry Tessein and Bill Dulude have done a great job gathering prizes and raffle items for the banquet. We are looking forward to a great evening on Saturday, March 12.
On February 26, at a meeting in Hyannis on black sea bass, four proposals were discussed and taken under consideration. The state marine fishery should have its decision very shortly. There will be a reduction in either the number of fish caught and kept or the days allowed to fish. Stay tuned!
If you ever wondered why some of the decisions made by state and federal fishing boards are so anti recreational fishermen, know this. NOAA Fisheries was originally created as the Bureau of Commercial Fisheries, and the philosophy has remained the same, even after the building has changed location. That’s why it is so imperative for you to be aware of organizations like the Center for Coastal Conservation and what it does for recreational fisherpeople.
We are presently just 22 members away from having our 2016 dues paid. If you are one of the 22, please either send in your check for $30 or email me to say you are not going to renew this year. We would like to have our master list made up by March 15.
You can check out the February newsletter for upcoming dates of interest. Here is a new one! The Salt Water Lure Collectors Club will hold their 7th Annual Club Show and Swap Meet on Saturday, April 30, from 8 to 3 at the Trowbridge Tavern & Canal Club in Bourne.
Fluke Trip Chairman Ken Whiting reports that 20 of the 50 slots have been paid for already, so if you plan to go, get your checks to Ken ASAP.
The Wives & Sweethearts Dinner is coming up on May 14!
In closing, if anyone is interested in the vice-presidency, please give ma a call ASAP so we can discuss what it entails. According to the by-laws, I am done at the December meeting, so it’s important that we have someone lined up.

Club News and Information
2016 Captain Bob Luce Memorial Tournament Announced
The Cape Cod Salties will again this year be holding the Capt. Bob Luce Memorial Tournament. It will be held from June 1st through July 16th. Capt. Bob Luce was at the helm of the charter vessel “Striper” for many years, and so many Salties enjoyed fantastic bass fishing trips with him. Capt. Bob was also a great friend of the Cape Cod Salties, donating free trips for auctions, as well as free trips for the female members of the club. Capt, Luce’s son Jim is now at the helm of the “Striper”. The tournament is open to only Salties members. However, if you have a friend or neighbor who wants to participate in the tournament, they can pay the $30 membership fee to become a Salties member, and then do so.
All the tournament fishing will be aboard the “Striper”.
All contestants will put $10 into the pool for each trip and anyone can fish as many trips as they want, including trip captains, as long as they pay $10 into the pool each time. The total of all the pool monies will be divided up among the first, second and third place winners of the tournament, based on Striped Bass length. Those cash prizes will be awarded at the July meeting.
All Striped Bass caught will be measured by length, from the tip of the nose to the tip of the tail – and please note that there will be no squeezing of the tail to make the fish longer.
Each trip will have a trip captain. Their responsibilities are to book their trip, get members to go on the trip, notify the other five Salties of the departure time of their trip, or in the case of bad weather, the cancellation of the trip. Cancelled trips should be rescheduled if possible.
The trip captain also collects the $100 per person to pay Capt. Jim Luce. It is each person’s responsibility to tip Billy, the mate.
Trip captains will also collect the pool money of their trip and keep track of the three largest Striped Bass caught on their trip. The pool money plus the names and lengths of the three largest Striped Bass taken on the trip should be delivered to Terry Tessein in a reasonable timeframe for determining tournament winners.
This year we have initiated one additional rule for the tournament. If a particular trip is not completely booked, the anglers on the trip will equally share in the cost of the open slots. Therefore, it is important for the trip captain as well as all of the Salties booked on that trip to fill the open slots before the trip date.
It should be noted that $100 for a fishing trip like these is a bargain. The “Striper” is one of the best boats to fish on, being both comfortable and roomy, and is a great boat to fish on. Additionally, it is very hard to put a price on a day on the water with fellow Salties. This is what a fishing club is for – good fellowship while doing the thing you enjoy.
There will be email postings, as well notices at meetings as to trip dates and space availability.
To start things off, Terry Tessein has booked the following dates for the tournament, – Friday, June 17th and Saturday, June 25th. Let’s get going, we need more trip captains to book trips.

An additional One Day Derby is being discussed for inclusion this year. It is in the planning for June and the targeted species are Sea Bass and Fluke. More to come on this one in the future.

February Meeting Speaker
Captain Cullen Lundholm - Cape Star Charters
Cullen's presentation was entitled "A Year Fishing of Cape Cod".
He operates Cape Star Charters; and according to his website has been running his own boat for over ten years.
Captain Lundholm holds a US Coast Guard 100 Ton Masters License.
In keeping with the theme of his talk, Cullen reviewed an April through October fishing calendar. Beginning with equipment, his new fishing platform is a 27 foot Conch, reels offered are Avet or Van Staal, and his rods are all custom built.His seven month 'season' allows him to offer a large variety of 'normal' adventures including Squid, Tautog, Sea Bass, False Albacore, Bonito, and Striped Bass; along with 'big game' adventures for Tuna (Blue Fin, Yellow Fin and Big Eye), Sharks (Blue, Mako, Parbeagle, and Thresher), Swords,Yahoo, and Mahi.
For each species, Cullen alluded to the general locations he fishes, and the techniques he employs to catch them.

Monthly Meeting Workshop - Environmental Awareness
As reported last month, Education Chairman, Terry Tessein, has expanded his workshop programs by including environmental awareness topics within his agenda. When scheduled, the sessions will be in lieu of the workshop demonstrations for that month The speakers will be from the Environmental Affairs Office of Law Enforcement, commonly called the Environmental Police.
The first of the series began at the February meeting.

Massachusetts Environmental Police an Overview
Lt Patrick Grady, from the Massachusetts Environmental Police gave the Salties a general overview of his organization's duties and responsibilities. Areas he discussed during his talk are summarized below:
- MA is divided into six regions, including inland and coastal locations. Cape Cod and the Islands encompasses regions 5 and 6
- Cape Cod Canal is an area where the officers can use help, as its shore line extends for miles. Patrick encourages all of us to report any fish, particularly Striped Bass, related regulation infractions to his group. Phone number is (800) 632-8075. Be specific with location information eg: a particular parking lot or pole number.
- Aid to the Coast Guard and the enforcement of Federal Regulations directed at the Commercial Fishing Fleet, primarily in New Bedford. Several Black Sea Bass infraction prosecution events were highlighted by the News agencies.
- Locally, a large emphasis on the pursuit of poachers, who are particularly from Maine, dealing in the illegal capture of Elvers (very immature eels) keeps the Environmental Police busy on the Cape during the Spring. The eels, at this stage in their lives, are worth around $2500 per pound to the Sushi market; and their illegal capture is decimating the eel population. Here is another area where fisherman can help the police by reporting any suspicious stream activity or standing nets or box traps traps in the Cape's estuaries.
